No expenditures will be approved that:

• Will not be paid by the income and resources set aside
• Were in existence prior to initiation of the PASS goal (however these could be incorporated as an IRWE/BWE if approvable)
• Were purchased under a prior PASS unless a satisfactory justification is provided
• Have already been used to reduce countable income/resources
• Not paid for by the individual
